Is India Ready for an AI-Controlled World?

As governments begin treating advanced AI as a strategic asset, India must confront a critical challenge: building the resilience needed to thrive in a world where AI access can be restricted.

Recent US restrictions on foreign access to cutting-edge AI models, driven by concerns around supply chain integrity and model security, have highlighted India’s need for greater technological self-reliance.

For years, access to leading AI models was largely governed by commercial considerations. Increasingly, however, frontier AI is being discussed through the lens of national security, strategic competition, and technological advantage. If this trend continues, access to advanced AI systems may become as geopolitically sensitive as access to advanced semiconductors.

India is no exception. Startups, enterprises, researchers, and even public institutions increasingly rely on models developed by OpenAI, Anthropic, Google, and Meta. These tools have accelerated innovation, reduced costs, and made AI accessible at an unprecedented scale.

Yet this convenience also creates a hidden dependency. If access, pricing, or usage terms change due to geopolitical or regulatory reasons, organisations built entirely on external platforms could face significant disruptions.

The Dependency Challenge

India’s challenge is that it is still building its foundational AI capabilities. A recent analysis noted that countries such as South Korea and Taiwan have strengthened their AI positions through sustained investments in research, semiconductor infrastructure, and industrial ecosystems. India has made headway, but there’s a lot more to be done.

At the same time, global technology firms are increasing their presence in the country. Reuters recently reported that Meta is deepening its partnership with Reliance to support AI infrastructure and data centre development in India. Such investments are valuable and necessary, but they also reinforce the importance of developing domestic capabilities alongside global collaborations.

India is increasingly showcasing its indigenous AI capabilities on global platforms. Initiatives such as BharatGen and other AI innovations featured during the Bharat Innovates showcase in France demonstrate how India is pursuing a dual strategy: building domestic capabilities while deepening international partnerships. The objective is not technological isolation, but ensuring that India remains an active contributor to the global AI ecosystem rather than merely a consumer of it.

The recent funding round of Sarvam AI, backed by HCLTech and other investors, signals growing confidence in India’s ability to build foundational AI capabilities. Beyond startups, the participation of established technology companies such as HCLTech also reflects a broader shift, with India’s IT industry beginning to invest more directly in the development of AI models and infrastructure rather than focusing solely on services and deployment. Meanwhile, organisations such as Salesforce and Microsoft continue to expand AI skilling initiatives across the country, strengthening the talent base required for long-term growth.

However, the conversation should go beyond simply building Indian AI models. The real issue is resilience. As businesses increasingly integrate AI into their operations, dependence can develop quietly.

The more critical the technology becomes, the more important it is to retain some degree of control over the systems that power it.

Key strategic pillars

The debate around AI sovereignty is often framed as a choice between building domestic models and relying on foreign ones. In reality, resilience requires a broader approach.

First, India will need indigenous AI capabilities in strategic domains. The emergence of companies such as Sarvam AI, alongside initiatives like BharatGen, illustrates the importance of building domestic capabilities that complement global technologies. These efforts are not intended to replace international models, but to provide strategic options and reduce dependence on any single provider or ecosystem.

Second, compute infrastructure will matter just as much as models. The growth of AI data centres, cloud infrastructure, and domestic computing capacity will play a critical role in ensuring that Indian researchers, startups, and enterprises have reliable access to the resources needed to develop and deploy AI systems.

Third, open-source AI presents a significant opportunity. While few countries can match the resources of the world’s largest AI companies, many can build on open ecosystems, contribute to them, and develop specialised capabilities tailored to local needs. India’s strengths in software development and digital public infrastructure could make it an important contributor to this emerging ecosystem.

Finally, talent remains a strategic asset. Investments in AI education, research, skilling, and entrepreneurship will determine how effectively India can translate infrastructure and technology into long-term competitiveness.

Together, these pillars form the foundation of technological resilience. Sovereignty in the AI era is not simply about owning a model. It is about ensuring that access to critical AI capabilities remains reliable, diverse, and aligned with national priorities.

Building For Resilience

This is where the idea of AI sovereignty becomes important. Traditionally, sovereignty was associated with owning technology. Today, it is broader. It includes model sovereignty (access to critical AI systems), data sovereignty (control over important datasets), compute sovereignty (access to computing infrastructure), talent sovereignty (developing skilled researchers and engineers), and increasingly, open-source sovereignty, where countries participate in open AI ecosystems rather than relying entirely on proprietary platforms.

The solution, therefore, is not isolation. India does not need to build every frontier AI model on its own. Nor should it disconnect from global innovation. The goal should be strategic autonomy, the ability to continue innovating and competing even if access to external technologies becomes uncertain.

This is a conversation AI4India has consistently engaged with through its work on indigenous AI capabilities, workforce readiness, and ecosystem development. India Has Entered the Age of Applied AI

India, the world’s fastest-growing major economy and home to the largest population on the planet, has a significant stake in the future of artificial intelligence. Yet its AI journey is beginning to look very different. For the last two years, India’s AI discourse has been dominated by familiar themes: foundation models, GPU shortages, sovereign AI ambitions, and questions about where the country fits in the global AI race. These conversations remain important. But quietly, another shift has been underway.

Across government departments, enterprises, hospitals, and classrooms, AI is increasingly being deployed to solve operational challenges rather than showcase technological ambition. India is actively becoming an Applied AI economy, focused less on building frontier models and more on embedding intelligence into systems that already serve millions of people.

India is wagering that the greatest value of the AI revolution will not accrue solely to those who build the most powerful models, but to those who can deploy them at scale across large populations, complex institutions, and diverse economic sectors.

The Strategic Pivot: Choosing Adoption Over Creation

India possesses one of the world’s largest pools of software talent, a thriving technology services sector, a rapidly digitising economy, and extensive digital public infrastructure. These advantages make it particularly well-positioned to deploy AI across sectors rather than compete exclusively at the frontier of model development.

Yet this strategy is not without risk.

A heavy dependence on foreign AI models creates new forms of technological dependency. As AI becomes embedded in healthcare, education, finance, and governance, access to critical technologies remains concentrated among a handful of global companies. At the same time, AI systems trained primarily on Western datasets and languages may struggle to fully capture India’s linguistic and cultural realities.

Whether this strategy ultimately succeeds will depend less on technological capability and more on execution. The question is no longer whether AI can be built for India, but whether it can be integrated into the institutions, businesses, and public systems that shape everyday life. Early signs suggest that this transition is already underway.

From Capability to Deployment

Despite these concerns, India’s AI momentum is increasingly being driven by deployment.

The early phase of AI adoption was characterised by pilot projects and proof-of-concepts. Organisations were eager to experiment but often struggled to move beyond isolated use cases. That picture is beginning to change.

According to EY, 47 percent of Indian enterprises now have multiple AI use cases running in production, while nearly half report that their generative AI proof-of-concepts have successfully moved into deployment. IBM’s Global AI Adoption Index paints a similar picture, finding that 59 percent of enterprise-scale organisations in India have actively deployed AI, among the highest levels globally.

The significance of these numbers lies not just in adoption, but in where AI is being embedded.

Customer service operations are using AI to improve response times and customer experience. Software development teams are accelerating coding and testing cycles through AI-assisted tools. Financial institutions are deploying AI for fraud detection and risk assessment, while enterprises are integrating AI into compliance, document processing, and internal knowledge management.

This shift matters because technological revolutions create value not through invention alone, but through integration. The real significance of AI lies in its ability to improve productivity, reduce inefficiencies, and enhance decision-making across existing systems.

For India, this is particularly important. The country’s growth has long been driven by services, skilled labour, and process-intensive industries. Applied AI presents an opportunity to increase productivity across these sectors while helping businesses move up the value chain.

AI Finds Its Place in Public Systems

Perhaps the most compelling examples of Applied AI in India are emerging not from startups, but from public systems.

A useful way to understand India’s AI journey is to look at places where AI is becoming largely invisible to the people using it.

Consider public services. India’s grievance redressal machinery processes millions of citizen interactions every year. As conversational AI, multilingual interfaces, and intelligent routing systems are introduced into platforms such as CPGRAMS, the objective is not to showcase artificial intelligence. It is to make government systems easier to navigate for citizens with varying levels of digital literacy and language preferences.

This effort is being strengthened by Bhashini, the government’s National Language Translation Mission. By building AI capabilities across 22 scheduled Indian languages, Bhashini is helping reduce one of the country’s most persistent digital barriers: language.

The same pattern is emerging in healthcare.

eSanjeevani has already facilitated more than 280 million teleconsultations, making it one of the largest telemedicine platforms in the world. AI is now being layered into areas such as diagnostics, disease screening, and public-health monitoring.

Projects such as MadhuNetrAI demonstrate what this looks like in practice. By helping frontline healthcare workers identify diabetic retinopathy through AI-assisted retinal screening, the system extends specialist expertise into communities where specialists themselves may not be available.

In each case, AI functions as a force multiplier. It enables limited institutional capacity and specialised expertise to reach larger populations without requiring proportional increases in resources.

The most meaningful impact of AI in India may not come from spectacular consumer applications. It may come from quietly improving systems that millions of citizens already rely upon.

Why India May Be Uniquely Positioned

India’s emerging strength in AI may not lie solely in building frontier models. It may lie in deploying AI at a scale few countries can match.

The country already possesses one of the world’s most extensive digital public infrastructures. Platforms such as Aadhaar, UPI, DigiLocker, and the Ayushman Bharat Digital Mission have created interoperable digital systems serving hundreds of millions of users. Unlike many countries that must first build digital foundations, India can increasingly layer AI capabilities onto infrastructure that already exists.

At the same time, investment is beginning to follow this opportunity. According to Zinnov’s India AI Edge report, AI funding in India surpassed $1.2 billion in 2025, with vertical AI startups accounting for more than a third of total investments.

Companies such as SarvamAI reflect this broader shift. Rather than simply adapting products built for Western markets, they are designing systems for India’s multilingual environment, public-sector requirements, and large-scale deployment needs.

The global AI race is often framed as a competition to build the most powerful models. But another competition is emerging alongside it: the race to deploy intelligence across economies and institutions at scale.

India appears to be positioning itself for that race.

If the next decade of AI is defined not only by who creates intelligence but by who can distribute it most effectively, India’s greatest contribution may be showing the world how artificial intelligence can be put to work.

Why faculty development must move beyond tool workshops

Students are already using AI. Some use it to simplify difficult readings. Some use it to prepare for viva questions. Some use it to polish assignments. A few ask it to explain concepts in simpler language. And a few even use it as a thinking partner. Most use it as a shortcut, testing its limits and exploring possibilities. AI has become a constant presence in their learning, often invisible to teachers.

The question before higher education is no longer whether students will use AI. They already do. The real challenge is how teachers can step into this new reality. Faculty development cannot remain limited to tool workshops. It must evolve to help educators rethink their teaching for an AI-driven world. Simply learning how a tool works is not enough. Teachers need strategies, frameworks, and a mindset to help students use AI responsibly while building their own critical thinking skills.

AI changes how students learn. It allows them to bypass traditional study methods, generate instant summaries, and test ideas in real-time. That freedom is empowering but also introduces risks. Students may become over-reliant, develop shallow understanding, or face ethical dilemmas around plagiarism or shortcuts. Teachers must guide students not only on what AI can do but also on how to think critically while using it. The role of the educator shifts from being the sole source of knowledge to being a mentor in judgment, ethics, and creative problem-solving.

Faculty development must go beyond teaching how to use a tool. It should explore deeper questions. What kinds of thinking remain uniquely human? How can assignments and assessments evolve when AI can generate content instantly? How can teachers foster creativity, judgment, and ethical reasoning in students who have AI at their fingertips? These are challenges that require reflection, discussion, and experimentation, not just instruction.

Five Ways to Prepare Educators for AI

Understanding AI’s capabilities and limitations
Teachers should understand what AI can do and where it fails. AI can summarize, generate drafts, and provide alternative explanations, but it cannot fully replace human insight. Knowing the gaps helps teachers guide students to critically evaluate AI outputs rather than accepting them blindly.
Reinventing assessment and feedback
AI can handle routine grading or content checks, but meaningful assessment must test originality, insight, and judgment. Educators need to design assignments that reward creativity, problem-solving, and reflection. Feedback should focus on guiding students in reasoning, not just correcting errors.
Embedding AI literacy in curricula
AI should not be an optional add-on. Students need to learn how to use AI thoughtfully and ethically, understanding its biases, limitations, and potential. Integrating AI literacy into existing courses allows students to develop skills naturally, applying them in context rather than as an isolated activity.
Encouraging experimentation and reflection
Faculty should experiment with AI themselves, observing outcomes and reflecting on the results. Testing prompts, exploring different tools, and even encountering failure helps teachers model the learning process. It also creates a culture of continuous adaptation, where experimentation is valued over rigid compliance.
Fostering an AI mindset
Preparing teachers is not about mastering every tool. It is about cultivating flexibility, reflection, and forward-thinking approaches to teaching. Educators should embrace AI as a partner to amplify their work, focusing on nurturing curiosity, ethical reasoning, and problem-solving skills in students.

AI is not a replacement for human educators. It is a partner that amplifies human creativity, allowing both students and teachers to focus on judgment, ethics, and curiosity-driven inquiry.

The presence of AI in learning environments is an opportunity to rethink education for a world where knowledge is abundant, instantaneous, and constantly evolving. Preparing teachers for this era requires reflection, experimentation, and a willingness to adapt. It is not a challenge to fear but a chance to reimagine how teaching and learning can thrive in the AI age.

For nearly three decades, India’s technology momentum has been concentrated in familiar geographies. Bengaluru became synonymous with software, Hyderabad with IT parks, Pune with engineering talent, and Gurugram with digital services. Most of the technological innovation, talent, and capital have largely flowed through this narrow urban corridor, but like everything else, artificial intelligence is changing that as well.

While the Centre continues to shape national framework and represent India on global platforms, several states are actively building their own AI agenda. New infrastructure projects have been undertaken, AI policies unveiled, dedicated ministries have been set up, and the conversation of how AI can be used for public good is being taken beyond conferences.

With states like Gujarat and Andhra Pradesh pioneering AI-centric cities, Maharashtra and Telangana leading with collaboration-driven approaches, and Kerala and Tamil Nadu strengthening policy frameworks, the shift highlights a more distributed AI landscape, where technological ambitions are no longer confined to a handful of metropolitan hubs.

AI adoption in India is becoming highly localized and industry-specific rather than one-size-fits-all.

How AI Innovation Is Expanding Across Indian States

The AI plans and policies of Indian states reflect their unique economic identities. Initially, artificial intelligence has been viewed primarily as a private-sector conversation. But now, it has trickled into industrial policy, governance models, infrastructure planning, and regional development strategies. Here are some of the recent developments:

Uttar Pradesh: The state has proposed a ₹600 crore AI ecosystem investment aimed at strengthening AI innovation, skilling, research, startup support, and digital infrastructure development.
Punjab: As an agrarian economy, Punjab increasingly relies on precision tools and is deploying AI-driven weather intelligence systems with IIT Ropar to improve forecasting and decision-making.
Madhya Pradesh: In a strategic partnership, Madhya Pradesh is joining hands with Google to manage Simhastha Kumbh 2028, one of the country’s largest mass gatherings.
Gujarat: The state has identified over 40 AI use cases across 14 departments and launched initiatives spanning GPU infrastructure, public-service automation, and sector-specific AI applications in agriculture, healthcare, and urban management.
Maharashtra: By approving its 2026 AI Policy, Maharashtra is targeting ₹10,000 crore in investment and 1.5 lakh jobs by 2031. The plan includes AI Innovation Cities, Centres of Excellence, incubators, a ₹500 crore startup fund, and shared GPU infrastructure under a “Compute as a Service” framework, alongside regional language dataset development.
Andhra Pradesh: A leading compute infrastructure destination, Andhra Pradesh has cleared 800 acres in Vizianagaram district for a large AI-focused data centre project by Reliance, further contributing to India’s expanding data economy. Google Cloud has also announced a landmark $15 billion investment to establish its first AI hub in Visakhapatnam.
Telangana: A consolidated startup and innovation hub, Telangana is scaling its AI ecosystem through a ₹1,000 crore fund-of-funds aimed at supporting early-stage and deep-tech ventures.
Tamil Nadu: The state has created a dedicated AI ministry and is exploring initiatives such as department-level Chief AI Officers, a state GPU cluster, and an AI-focused smart city to strengthen public-service delivery and deep-tech capabilities.

Who will shape India’s AI future?

These developments highlight the shift from mere technology adoption to actual redistribution of technological ambition itself. The next phase of India’s AI journey may not be defined by a single Silicon Valley-style hub but by state secretariats, regional startup ecosystems, public institutions, and infrastructure projects spread across the country.

As AI becomes the new benchmark of governance and economic growth, its benefits must be unlocked through impact creation beyond metropolitan hubs to reach grassroot levels. This approach, championed by the “AI for All” vision, aims to bridge the digital divide by ensuring AI benefits reach all citizens, from farmers to students, leveraging India’s scale and experience in technology diffusion.

India’s AI future will be decided by states that offer a combination of strong compute infrastructure, startup ecosystems, public-sector AI adoption, and policy support.

India’s AI Sovereignty Ambitions Are Bringing Semiconductors Into Sharp Focus

Conversations around AI have largely been about software models, applications, platforms, and data. But as artificial intelligence matures into strategic infrastructure, countries are starting to recognise a harder reality: AI sovereignty cannot exist without control over the hardware beneath it.

AI Sovereignty Becomes a Strategic Priority

AI sovereignty in India is becoming more than a technology-sector aspiration. It is tied to economic competitiveness, national security, digital governance and long-term geopolitical positioning.

As artificial intelligence becomes embedded across healthcare, education, defence, financial services and public administration, governments are recognising the risks of relying excessively on foreign AI platforms, external cloud providers and imported technological capabilities.

For India, sovereignty in the AI era means the ability to build and deploy AI systems aligned with its own context around economic priorities, languages, culture and regulatory frameworks, while retaining greater control over critical digital infrastructure, sensitive data and domestic innovation ecosystems.

Semiconductors Are the Foundation of AI Sovereignty

While AI is often viewed as a software revolution, its real constraints are physical. Every AI system relies on advanced chips, high-performance computing infrastructure, manufacturing capabilities and tightly integrated global supply chains. The ability to design and access semiconductors determines who can train large AI models, scale compute capacity and compete in the global AI economy.

From the US’ Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act to China’s continued investments despite export restrictions, countries are treating chip capabilities as a matter of technological resilience.

For India, the goal is not simply domestic chip production, but reducing long-term dependence on vulnerable external supply chains and building the hardware foundation necessary for AI sovereignty.

The ASML-Tata Partnership

The Tata Electronics-ASML partnership represents India’s entry into one of the most strategically important layers of the global technology ecosystem. ASML’s lithography systems are essential for manufacturing advanced semiconductors, making the company a critical part of nearly every major chip supply chain globally.

Against that backdrop, the Tata-ASML collaboration reflects India’s attempt to move closer to the foundational infrastructure powering advanced computing and AI systems. Addressing a CEO roundtable in The Hague, the Prime Minister described the partnership as “a major step towards strengthening India’s semiconductor ecosystem,” underscoring how semiconductor capability is increasingly becoming central to India’s broader AI and technology ambitions.

India’s Growing Semiconductor Ecosystem

India’s semiconductor ambitions are now being pursued through a broader ecosystem approach rather than standalone announcements. Alongside approving semiconductor and advanced packaging projects under the India Semiconductor Mission, the government is backing concrete proposals such as the Tata Electronics–PSMC fab in Dholera and the Micron ATMP facilityin Sanand, while also expanding support for chip design and packaging ecosystems. States are simultaneously competing to build semiconductor manufacturing clusters through infrastructure creation and subsidies.

The Production Linked Incentive (PLI) scheme, initially aimed at boosting electronics manufacturing, is also becoming increasingly tied to India’s AI ambitions. While the country remains at an early stage of semiconductor manufacturing, the policy framing has clearly shifted: As AI increasingly shapes economic and strategic power globally, India’s semiconductor push may ultimately determine whether the country becomes merely a consumer of AI systems or a nation capable of building and governing them on its own terms.

Why India’s AI Ambitions Need a Public-Private Partnership Model

India’s AI ambitions are accelerating rapidly, but the more pressing question is no longer whether the country can build artificial intelligence capabilities at scale, it is how those capabilities should be developed and governed.

Over the last two decades, India’s biggest digital success stories have rarely emerged from either pure state control or unrestricted private-sector dominance.

The National Payments Corporation of India (NPCI) and the rise of UPI remain the clearest example of this approach. And as India accelerates its AI push across governance, healthcare, education, defence and enterprise sectors, the NPCI model may offer an important blueprint for what an Indian AI ecosystem could look like.

Balancing Innovation and Sovereignty in India’s AI Journey

The government alone cannot build a globally competitive AI ecosystem at the speed required. AI infrastructure demands enormous investments in computing power, semiconductor access, cloud capacity, talent development and research ecosystems. Much of that capability currently resides within private industry.

But leaving AI entirely to market forces also carries risks. Fragmented systems, concentration of power, foreign platform dependence and uneven access could undermine both innovation and digital sovereignty.

As Lt. Gen. Rakesh Kapoor AVSM, VSM (Retd.) stated during a roundtable on “New and Emerging Opportunities in AI” hosted by AI4India and the Centre for Policy Research and Governance (CPRG), “Neither the government nor the private sector can achieve this alone. What we need is a true fusion — a strong public-private partnership.”

This direction is already visible in India’s policy approach. Prime Minister Shri Narendra Modi has highlighted a public-private partnership model for pooling critical AI resources such as compute power, underscoring the hybrid nature of India’s emerging AI strategy.

India’s DPI Playbook: Public Infrastructure, Private Innovation

India’s broader digital transformation has shown how public infrastructure and private innovation can work together at scale. Over the years, initiatives such as Aadhaar, UPI, DigiLocker, CoWIN and ONDC have demonstrated the value of building interoperable national digital systems while enabling startups, enterprises and institutions to innovate on top of them.

As India expands its AI ambitions, a similar public-private partnership model could become critical for building trusted, scalable and sovereign AI capabilities across sectors such as governance, healthcare, education, defence and enterprise.

Union IT Minister Ashwini Vaishnaw has also highlighted how AI can strengthen existing digital systems and improve public service delivery, while institutions like National Payments Corporation of India are beginning to integrate AI into areas such as payments and grievance redressal.

What an Indian AI PPP Model Could Look Like

A meaningful AI public-private partnership framework in India would likely require multiple layers working together.

Government’s role: Fund and support foundational AI infrastructure, including support for developing sovereign compute capacity, enabling publicly accessible datasets, Indian-language resources, interoperability standards, trusted digital identity systems, and regulatory guardrails. Initiatives under the IndiaAI Mission are already moving in this direction through investments in compute infrastructure and broader AI ecosystem development. Create an enabling sand-box environment where new innovations from startups can be tested and deployed in a controlled manner.
Public institutions’ role: Play a central role in sectors where large-scale data and public delivery systems already exist, such as healthcare, agriculture, education, and governance, enabling AI integration at population scale. Scale innovation sand boxes for industry and domain specific use cases where start-ups can collaborate with government and public sector.
Private sector’s role: Focus on innovation, building applications, enterprise tools, domain-specific AI models, and citizen-facing services. Startups can develop specialised solutions for Indian languages, MSMEs, public service delivery, and sectoral workflows, while larger technology firms contribute infrastructure, cloud capabilities, and research partnerships.
Academic institutions’ role: Act as the third pillar by supporting foundational research, talent development, and open innovation ecosystems that strengthen long-term AI capability building.

If India can replicate the collaborative architecture that powered UPI, it may not only build a competitive AI ecosystem but also define a governance model for how large-scale technologies can be deployed in the digital age.

For years, the conversation around artificial intelligence and the workplace has been framed by one persistent question that refuses to fade: will AI eventually take our jobs?

Unlike earlier technological shifts that unfolded gradually or remained concentrated within specific industries, the AI wave is both rapid and broadly pervasive, cutting across sectors and redefining workflows at scale. Against this backdrop, the question of job displacement emerges as an instinctive yet overly narrow interpretation of a far more complex technological transition.

To help anchor this evolving conversation, AI4India, in collaboration with the Centre for Policy Research and Governance (CPRG), has launched a report on “Future of Jobs in the Age of AI: Emerging Roles, New Opportunities,” which draws on stakeholder consultations, industry inputs, and labour market analysis to examine how AI is simultaneously disrupting existing forms of work while generating new employment pathways in India.

The findings were presented at a CEO Roundtable discussion on “New and Emerging Opportunities in AI,” hosted in New Delhi, on April 30, 2026. The session was attended by key figures, including Shri Shashi Shekhar Vempati and Mr. Alok Agrawal, our co-founders; Dr. Ramanand, Director of CPRG; Lt. Gen. Rakesh Kapoor AVSM, VSM (Retd.); Mr. Rajit Punhani, CEO of FSSAI; Mr. Bipin Preet Singh, Co-Founder of MobiKwik; and Mr. Mohit Jain, COO of Times of India Group, among others.

The Invisible Expansion of Work

Artificial intelligence is driving a structural shift in the nature of work, redefining not just what jobs exist but how they are designed and performed across industries. As outlined in the report, AI could redefine roles for over 13.5 million workers in India, even as it creates nearly 2.3 million new jobs in the coming years.

Hence, the impact of AI on employment is best understood as dual in nature, disruptive and generative. While certain job functions are being reconfigured or automated, new categories of work are emerging alongside them, particularly within AI development, deployment, and sector-specific applications.

At the roundtable discussion, Lt. Gen. Rakesh Kapoor AVSM, VSM (Retd.) noted, “Jobs will not simply disappear; they will be enriched. Humans will continue to do what only humans can do. Organisations, however, must remain nimble — constantly reorienting themselves, because what is relevant today may not be tomorrow.”

The report maps this emerging ecosystem across multiple layers of infrastructure, data, model development, deployment, governance, and training, offering a structured view of how AI-linked employment is taking shape.

The Infrastructure Behind the Opportunity

A key insight from the report is the role of foundational infrastructure in shaping AI-driven employment. The expansion of data centres, alongside rising demand for professionals managing active datasets and emerging fields such as synthetic data generation, points to a broader employment ecosystem that extends well beyond core software roles.

India generates nearly 20% of global data but stores only a small fraction of it, underscoring the need for rapid capacity expansion. With investments expected to exceed $100 billion, the sector is already creating jobs across engineering, construction, energy, logistics, and operations, including specialised roles in GPU management and system maintenance.

The Imperative of Upskilling

As AI opens up new categories of work, it raises concerns on whether the workforce is prepared to step into them. As our co-founder Mr. Alok Agrawal stated, “We recognise that AI is here to stay and will have a significant impact, and we need to learn to adapt and live with it.” This is not simply a question of technical proficiency, but a broader structural challenge that makes continuous upskilling essential for staying relevant in an evolving job market.

At the same time, preparedness cannot emerge in silos. As Dr. Ramanand, Director, CPRG observed, “Change is required across multiple layers simultaneously. One layer cannot progress in isolation while the others remain unchanged.” Building a future-ready workforce will require alignment across education systems, industry practices, and skilling pathways to ensure that institutions, employers, and learners evolve together rather than in isolation.

AI for India’s Digital Transformation

As India strives to become a global leader in technology, integrating AI into its Digital Public Infrastructure (DPI) is vital. The recently launched DPI@2047 for Viksit Bharat report, unveiled on 27th April 2026 by NITI Aayog, outlines a strategic roadmap for India’s next phase of digital evolution. This roadmap envisions AI as a central enabler of productivity, inclusive growth, and the transformation of India’s digital landscape.

Digital foundations provide the necessary framework for scaling AI across sectors like agriculture, health, and education. The DPI@2047 roadmap stresses the need for AI integration at a population scale, focusing not only on cutting-edge technology but also on creating an ecosystem that democratises AI access. Rethinking Cybersecurity in India’s AI Moment

India’s AI journey is accelerating, both in scale and capability. What began as a tool to improve efficiency has evolved into something far more complex. As artificial intelligence becomes more sophisticated, faster and increasingly autonomous, it is also exposing gaps in our preparedness, most recently in cybersecurity.

That concern was underscored when Nirmala Sitharaman sounded a note of caution during a high-level meeting with bank chiefs. She flagged the emerging risks posed by advanced AI systems, including models such as Anthropic Mythos AI, and urged lenders to take “all necessary pre-emptive measures” to secure IT infrastructure, protect customer data and safeguard financial assets.

The government’s advisory reflects a deeper reality of cyber threats evolving at a pace that traditional safeguards are struggling to match. The playbook is changing, and so are the players.

So what does security look like in a world where intelligence itself can be weaponised?

A Different Kind of Digital Risk

For years, cybersecurity has largely been about building firewalls, encryption layers and constant system monitoring. But AI doesn’t just test these defences. It models them, learns their patterns and identifies the most efficient path around them.

Modern AI systems can ingest and analyse vast networks, detect non-obvious vulnerabilities and simulate attack paths in near real time. The shift here is not only about speed, but about precision and adaptability at scale. The risk is no longer confined to human adversaries using better tools; it is about systems that can iteratively refine attack strategies with minimal oversight.

What makes this evolution particularly concerning is its low visibility. Early-stage activity may not trigger conventional alerts. Instead, systems are quietly mapped, behaviours profiled, and weaknesses prioritised long before any overt breach occurs.

When Systems Begin to Think

The debate around AI and cybersecurity is no longer confined to code, tools or technical fixes. It is increasingly about control and accountability. At what point does a tool stop being just a tool?

When frontier AI systems can autonomously identify weaknesses and suggest ways to exploit them, it raises questions about how these outcomes are being generated with limited human direction. It does not make them independent actors, since intent still lies with human users, but execution is becoming faster, broader and less transparent.

This is where the lines begin to blur. If intelligence can act, adapt and improve with minimal human intervention, accountability becomes harder to define. It is this grey zone that policymakers are now stepping into.

Critical Sectors, Real Vulnerabilities

Nowhere is this concern more immediate than in the financial sector. India’s banking ecosystem, with its mix of legacy infrastructure and large-scale digital adoption, presents a broad and complex attack surface.

The government’s call for stronger coordination and real-time threat sharing among financial institutions reflects an urgent need: cybersecurity can no longer operate in silos. A vulnerability in one system could quickly cascade across others, especially when AI tools can identify patterns across networks.

But the issue extends beyond banking. As governance, healthcare, and public services become more digitised, the potential points of entry multiply. The very systems designed to improve access and efficiency could also become points of risk if not secured with equal sophistication.

Beyond Defence, Rethinking Preparedness

Advisories from CERT-In emphasise continuous monitoring, rapid patching, anomaly detection and the assumption that vulnerabilities can be exploited within hours of discovery. In other words, preparedness must shift from static protection to active anticipation.

This also requires structural change to encourage closer coordination between institutions, faster information sharing, and investment in systems that can detect and respond to threats in near real time. Just as importantly, it requires recognising that cybersecurity is no longer a back-end IT issue. It sits at the intersection of financial stability, operational continuity and public trust.

At this stage, India may also need to consider a dedicated AI Cybersecurity Project in a public–private partnership (PPP) framework, designed to bring together sovereign objectives and private-sector innovation. Such a model could help pool advanced technical talent, research capacity and real-world threat intelligence from industry players, while ensuring commensurate public funding to build resilient, sovereign AI cybersecurity capabilities at scale.

India’s position is a delicate one. AI offers clear advantages in expanding digital access, improving service delivery and driving economic growth. At the same time, the same capabilities that enable progress can also be repurposed to exploit systemic weaknesses.

The real test is whether institutions and frameworks can evolve at a comparable pace, before the gap between capability and control becomes harder to close.

AI isn’t Taking Jobs, it’s Redefining Them

There is an increasing sense of anxiety in today’s workplace owing to the waves of technological disruptions in recent years. The speed of development is unprecedented, with tools like ChatGPT achieving rapid adoption and forcing a faster reorganisation of work than past technological advancements.

With the quick adoption of technologies like artificial intelligence, automation, and collaboration technologies, the question that arises is the potential elimination of jobs by these technologies. However, a deeper look into some of the latest findings by consulting groups such as Boston Consulting Group and Anthropic, and other academic institutions including the Harvard Business School, paints a different picture. AI is not only eliminating jobs, but transforming them.

For every role that appears to be at the risk of displacement, there are aspects of the same role that are strengthened, redefined or redistributed. What is unfolding is not immediate mass elimination of jobs but a widespread transformation that is reconfiguring tasks rather than replacing professions. The real challenge is for the workforce to adapt to this change.

AI4India, in partnership with CPRG, will soon release a comprehensive report, “Future of Jobs in the Age of AI – Emerging Roles, New Opportunities,” that examines these transitions and the readiness of the Indian workforce to adapt to new opportunities. It will highlight the potential for AI-oriented upskilling for professionals.

The report’s central contributions include shifting the narrative from AI-driven displacement to the emergence of new, specialized roles, leveraging India’s unique position to become a global leader in AI development and deployment, and mapping diverse AI-driven job opportunities while identifying clear upskilling pathways for students and early-career professionals.

Jobs vs Tasks: The Critical Distinction

The paradigm shift isn’t about replacing everything but disrupting tasks. The use of artificial intelligence in performing specific tasks, such as report generation, analysing data, programming software has been proven to be highly efficient, whereas the replacement of human functions is quite challenging for the machines.

As per the Future of Jobs in the Age of AI – Emerging Roles, New Opportunities report, earlier waves of automation largely displaced repetitive manual work such as assembly-line manufacturing and data entry. AI, however, is extending this impact to higher-order cognitive tasks, increasingly assisting in areas like financial analysis, medical diagnosis, and content creation, shifting how these roles are performed rather than simply replacing them.

At the same time, AI is amplifying the productivity of those who can use it effectively. Workers who integrate AI into their workflows are able to produce more, faster. This creates a widening gap between high-skill, AI-enabled professionals and those whose work is more routine.

Careers that depend highly on being physically present, empathising with people, and handling intricate social situations, like healthcare, teaching, and craftsmanship, remain relatively protected. On the other hand, occupations focused on repetitive digital activities are under increasing pressure.

Education is the natural starting point where the skills divide can be addressed at its root, especially as the role of AI in learning itself is being redefined (read our previous newsletter on AI and education: (https://ai4indiaweekly.substack.com/p/how-is-ai-redefining-the-role-of).

How is AI Reshaping Work?

AI’s impact on labour markets seems to be heterogeneous rather than uniform, enhancing some roles significantly while only marginally affecting others. This uneven impact can be better understood through three distinct ways:

Substitution: Across industries, artificial intelligence is breaking down professions to identify repetitive, rule-based tasks that can be automated, leading to decline in certain roles or parts of roles.
Augmentation: In many jobs, AI is enabling workers to do more in less time, shifting their focus toward higher-value activities such as decision-making, creativity, and problem-solving.
Creation: There is also an entirely new category of work that has emerged, from managing AI systems to designing how humans interact with them.

Job redundancy, job enhancement and job creation are all unfolding simultaneously. Historically, technological change has driven both job displacement and job creation in parallel. AI4India’s upcoming report highlights that India is in a unique position to lead this shift. With a large pool of educated talent, widespread internet access, and a maturing digital public infrastructure, the country is well placed to emerge as a key player in the global AI ecosystem, shaping both the development and deployment of AI technologies.

This raises an important question: is the workforce positioned to move toward the areas where new value is being created?

India’s Reskilling Moment

In a country like India, where millions enter the workforce each year. This presents an opportunity and a challenge. On one hand, the country has a large, young, and increasingly digital population. On the other, there are persistent gaps in access to quality education, industry-relevant skills, and continuous training pathways.

Reskilling cannot be viewed as just an isolated, individual-level effort. AI4India’s upcoming report notes that this requires coordinated support through organisational strategy, policy frameworks, and ecosystem-level interventions to be truly effective at scale.

This scale of transition underscores the risk that the ability to adapt may be unevenly distributed across the workforce. Hence, the conversation around AI and jobs must move beyond disruption and toward coordination.

Mission to Make AI Work for all Indians: Leading the Conversation Over 100 Weeks

The idea of the AI4India forum started with a few conversations among like-minded people who harboured the same ambition. AI is a transformational technology and we were determined to play our part in ensuring India takes an early lead in development and deployment of AI technology, models and products that are inclusive and relevant with a mission to make AI work for the benefit of all Indians.

What followed was a series of collaborations and initiatives to expand the conversation around the right path for India to follow. The AI4India Weekly Newsletter was an effort to highlight aspects and developments most relevant to India’s AI journey with regular emphasis on initiatives that will have maximum impact.

Across these 100 weeks, the AI4India newsletter has grown alongside India’s AI landscape. The work has involved staying close to how ideas move across different spaces, from research and policy to the systems where they are actually put to use, and how those movements gradually reshape what AI looks like in practice for India.

That conversation has now matured. We have moved past the initial buzzwords to a period of profound structural transformation. By looking beyond the hype, we can identify a distinct Indian blueprint for AI — one that prioritises domestic resilience, linguistic depth, and mission-critical utility. This is the story of how India is moving from being a primary consumer of global models to a strategic architect of its own sovereign intelligence.

This milestone offers a moment to take stock of that progression.

Setting the Course

In the early phase, India’s AI conversation leaned heavily on external reference points. The dominant systems in circulation were built in the US and China, and the benchmarks that shaped progress reflected those ecosystems more than India’s own conditions. Even widely used applications often assumed stable connectivity, uniform language contexts, and infrastructure reliability that did not map neatly onto the realities of use across Indian settings.

Much of the early work, including this newsletter’s coverage, focused on bridging that gap as a necessary shift in perspective: what changes when the unit of design is not an abstract user, but a multilingual, multi-context population operating across very different levels of access?

Sovereignty as a Strategic Moat

A number of factors led us to believe that building Sovereign AI was crucial. Protecting India’s heritage, culture and linguistic diversity (sorely missing from international models), growing geo-political uncertainties and dominance of big tech persuaded us to advocate for sovereignty at a time when many were not convinced.

In a recent interview, our co-founder Shashi Shekhar Vempati framed technological sovereignty as a strategic imperative for India, highlighting the ability to build and operate systems as critical to national function.

Collaboration as a Model

Sovereignty was a large ambition. The task is highly complex and resource-hungry. It would entail building solutions across the AI stack, from chips to applications. Understanding the enormity of the task, it was envisaged that a collaborative framework among players working on every layer of the stack, including multiple solutions, would accelerate development and would be far more efficient.

The AI4India forum evolved to represent leading developers/ companies from each of these layers. The AI4India weekly captured India’s initiatives, developments, projects and more from every angle – India’s Semiconductor Mission, IndiaAI Compute Infrastructure offering, Frontier model developments, RDI fund, Indian AI products and solutions, and news on AI adoption by industries and governments.

Designing for Inclusivity: “Multilingual Multi-Context”

As a key aspect of building AI for all Indians, solutions have to operate in the language and context of every Indian. We highlighted developments by BharatGen, Sarvam, Gnani and many others building AI models which use Indian languages and historical and cultural context at the core of their training and development. These models are growing rapidly in capabilities and gaining wide adoption.

Ethical and Responsible Access to Data: The DataDaan Initiative

Building sovereign, inclusive, culturally relevant AI entails training models on vast amounts of Indian data, in the languages of India, with local context. We believe that while all such data should be made available to model developers, it should be done with responsibility, consent and under the laws of India. Thus came the initiative of DataDaan, encouraging data owners to share their data sets with model developers with the appropriate consent framework.

Infrastructure Push

2025 stands as the year India transitioned from “intent to infrastructure.” The government has signalled that AI is now a core utility, much like electricity or highways, through massive capital allocations in research, AI compute and sovereign model development.

By treating compute and data as foundational infrastructure rather than a software niche, India is lowering the barrier to entry for innovators. This shift enables a trajectory where the “compute divide” is bridged by public-sector backing, allowing domestic researchers to train large-scale models without being beholden to global Hyperscalers.

Democratising Compute

A major hurdle for AI democratisation has been the scarcity and cost of high-end GPUs. India’s response has been a masterclass in “frugal innovation”. Development of low-cost AI-enabled CPUs and models capable of running on such chips, providing intelligence to even low-end devices, is an area of focus for the forum and highlighted through the weekly coverage.

This realisation decentralises AI development, moving it away from the GPU-heavy clusters of major tech hubs and into the hands of innovators in Tier-2 and Tier-3 cities. By optimising for standard hardware, India is ensuring that AI innovation remains inclusive and distributed.

A significant achievement is of the entirely indigenously designed and developed D2M chip, which will enable AI on the edge, taking intelligence to the masses via low-end devices through next-generation Digital Public Good Infrastructure (DPGI).

AI Applications that Solve India’s Problems

While the West focuses on flashy consumer Chatbots, India’s most impactful AI wins are occurring in “boring” but mission-critical operational integrations. These are ground-level applications that address structural inefficiencies in essential services such as Healthcare, National Security & Governance, Agriculture, Public Safety, Inclusion, Logistics, Ease of Governance and Education.

Building AI for the world

The narrative of India as the world’s “back office” is officially dead. With over 1,700 Global Capability Centres (GCCs) generating $64.6 billion in revenue, we are witnessing a massive shift in the global value chain.

These centres are no longer just providing low-cost labour; they are moving into end-to-end AI development and product ownership. India is now capturing the equity and intellectual property (IP) of the AI revolution. This transition means that the engineering leadership and architectural decisions for global AI systems are increasingly being made in Bengaluru, Hyderabad, and Pune, shifting the centre of gravity of global tech IP.

People Power: Reskilling is Non-Negotiable

Our efforts are not just focused on technology development but also on people development. The human element of the AI transition is the ultimate bottleneck. AI literacy is no longer a specialised skill — it is a baseline requirement for India’s workforce.

The 2047 Trajectory

India’s vision for 2047 to be a top-three global AI superpower is within reach, but the path is fraught with structural tensions. The primary challenge remains the “Talent to Output” gap: India produces the world’s best AI talent, but it must now convert that talent into domestic IP and scaled products rather than exporting its best minds to foreign firms.

As India balances its need for sovereign control with its ties to the global ecosystem, one truth remains: the foundational question of “Can we build it?” has been answered with a resounding yes.

The question for the next decade is more profound: Now that India has secured its seat at the AI high table, what kind of future will it choose to build with that power?

So how do we ensure that millions are not left behind in a digital world that promises so much but, for some, delivers little?

The Language Gap in India’s Digital Story

For years, India’s digital revolution has been concentrated in English and a few dominant regional languages. This created an invisible ceiling where millions were connected online, but not fully included.

What does it mean for knowledge to exist if it cannot truly reach the people who need it most?

A recent initiative by the Central Council for Research in Ayurvedic Sciences (CCRAS), in collaboration with Anuvadini AI, aims to make Ayurveda research available in 13 Indian languages. Traditional knowledge is being transformed into formats that communities can actually use, without linguistic barriers.

Modern multilingual models are increasingly capable of handling code-mixed languages such as Hinglish, where users seamlessly blend English with regional languages in everyday communication. This is critical in India, where language is rarely used in pure forms and often reflects a blend shaped by region, media, and social context.

Multilingual AI Meets Education

The impact of multilingual AI is not limited to healthcare or research. Education is also undergoing a quiet transformation. Union Education Minister Dharmendra Pradhan has emphasised the need to introduce computational thinking and AI in Indian languages, aligning with the National Education Policy (NEP) which emphasises mother-tongue-based learning in early education.

“Technology must adapt to India, not the other way around,” he stated, underlining a principle often overlooked in tech-driven innovation. In classrooms where English is not the primary medium, learning AI in their native languages helps students grasp complex concepts, participate actively, and build confidence.

Lessons become meaningful instead of intimidating, and technology is no longer an elite skill reserved for English speakers. By making AI accessible in local languages, schools across the country are levelling the playing field, giving every student a fair chance to learn, innovate, and contribute to India’s digital future.

Language Inclusion as Infrastructure

Initiatives like Anuvadini AI are shaping inclusion by ensuring that technology meets people where they are. Farmers can access crop advisories in local dialects, patients can understand medical guidance, students can grasp challenging subjects, and citizens can interact with government services more effectively.

At a broader level, efforts such as Bhashini are laying the foundation for public digital infrastructure in language translation, enabling startups, researchers, and enterprises to build and innovate on top of shared datasets and tools.

This growing ecosystem is already taking shape, with companies like Sarvam AI developing large language models tailored for Indian languages, platforms such as Gnani.ai focusing on speech recognition and voice-first interfaces designed for Indian accents and real-world usage, and BharatGen building multilingual AI models across 22 Indian languages to support governance, education, and enterprise applications.

This momentum is also extending into accessibility. At the India AI Impact Summit 2026, AI-powered Indian Sign Language interpretation demonstrated how technology can expand access not just across languages, but across different modes of communication.

A More Inclusive Digital Future

The promise of multilingual AI invites us to rethink what inclusion really means in a country as diverse as India. But building robust AI systems for India’s linguistic diversity is no small task. It requires quality datasets, sensitivity to dialects, and continuous refinement.

Without these efforts, millions could remain on the margins of India’s digital economy. With them, India has the chance to build a system where technology empowers communities across every region and language.

AI is already shaping new possibilities in education. Teachers are using AI to streamline lesson planning, design assessments, and reduce administrative workload, allowing more time for interaction, mentorship, and personalized guidance. At the same time Institutions are experimenting with AI-driven evaluation systems that go beyond simple recall, but how effectively do these systems capture true understanding? Early initiatives in AI-enabled counselling and assessment, alongside national efforts to integrate AI into education and skilling, illustrate that the potential of AI is wide-ranging, yet long-term impacts remain to be seen.

Beyond teaching about AI, there is growing interest in teaching with AI — using it to support research, brainstorming, prototyping, and personalised learning pathways. AI has the potential to make education more inclusive, bridging gaps in access to resources and providing scalable support. At the same time, integrating AI thoughtfully raises broader questions about balance: how much reliance fosters independence versus dependence, and how tools can enhance rather than replace human creativity.

In the world of artificial intelligence, breakthroughs rarely arrive quietly. Yet every few years, a new technology changes the conversation entirely. In 2023, it was conversational AI. In 2026, many believe the spotlight has shifted again, this time toward autonomous AI agents. At the centre of this shift is OpenClaw, a rapidly emerging open-source platform that is attracting attention across the tech world.

Not long ago, most people interacted with AI by asking questions and waiting for answers. OpenClaw is taking a different direction, focusing on AI that can take actions rather than just generate responses.

From Chatbots to “Agentic AI”

OpenClaw is part of a growing movement known as agentic AI, systems that can perform tasks independently, connect with tools, and work continuously on behalf of users. Unlike traditional chatbots, the platform can run locally on a computer, interact with files and applications, and build long-running assistants that manage tasks such as emails, scheduling, or project follow-ups.

Because agentic systems can interact with files, software tools, and external services, experts warn that they must be designed carefully. Researchers studying these systems have pointed out that autonomous agents introduce new categories of risks, particularly when they execute commands or interact with sensitive environments.

This is not unusual in the history of computing. Many foundational technologies, from open-source operating systems to the internet itself, faced similar debates during their early years. The difference now is speed. OpenClaw’s growth suggests that innovation cycles in AI are becoming dramatically shorter.

ChatGPT marked the moment AI became widely accessible, but the next stage is not just about capability, it is about ensuring these systems are designed and used in ways that remain explainable, fair, and aligned with human intent. India’s Moment to Build Its Own AI Brain

As the global race for artificial intelligence accelerates, a new strategic priority is emerging for India: Building Indigenous Foundation Models. Until recently, the global AI landscape was dominated by models built in the United States and China.

But India is now signalling that relying entirely on external systems for such foundational technology may not align with its long-term strategic interests. The newly released white paper, “Advancing Indigenous Foundation Models,” by the Office of the Principal Scientific Adviser to the Government of India lays out a roadmap for developing homegrown AI capabilities across the entire stack.

The message is clear: AI sovereignty is no longer optional. It is essential.

Why Indigenous Models Matter

Beyond building homegrown capabilities, India is also engaging with global partners to ensure the inclusive and responsible use of AI. But with India’s linguistic diversity, scale of public services, and complex socio-economic challenges, AI systems trained primarily on Western data cannot fully capture local realities. Initiatives like Gyan Bharatam are preserving and digitizing India’s knowledge heritage, and you can contribute manuscripts or traditional knowledge through the Gyan Bharatam survey to support this national effort.

As our co-founder, Shashi Shekhar Vempati noted in a recent interview, technological sovereignty has become an imperative in the age of AI. Countries that do not develop their own foundational AI infrastructure risk becoming consumers of intelligence rather than creators of it.

An Ecosystem Approach

One of the most notable aspects of the white paper is that India is not pursuing a single “national AI model.” Instead, the strategy emphasises an ecosystem approach. The framework rests on three pillars:

1. Shared compute infrastructure

High-performance computing resources remain one of the biggest barriers to AI development. Government initiatives are deploying tens of thousands of GPUs and expanding the country’s data centre capacity dramatically, enabling startups, academia and research labs to train large-scale models.

2. India-centric datasets

Building repositories of Indian languages, speech data, sectoral datasets and government data platforms will allow AI systems to better understand local contexts. Initiatives like BHASHINI are making multilingual AI capabilities accessible across India’s linguistic landscape.

3. Multiple model-building efforts

India’s AI strategy goes beyond frontier-scale models, focusing on language models for Indian languages, speech and voice systems, multimodal models, and sector-specific models for healthcare, agriculture, and governance. The aim is to enable multiple parallel efforts across the ecosystem instead of relying on a single flagship model.

Language: India’s AI Advantage

Most global language models still struggle with Indian languages beyond basic translation tasks. By developing models trained natively on Indian linguistic datasets, India has the opportunity to build systems that serve more than a billion people in their own languages.

Recent initiatives under the IndiaAI Mission have begun developing sovereign AI models for Indian languages. Combined with platforms like BHASHINI, this could unlock AI-driven digital inclusion across government services, education, healthcare and financial access.

AI for National Priorities

India’s AI push is also closely tied to solving real-world problems. Across sectors, AI is beginning to reshape how services are delivered:

Healthcare: India is entering an era of personalised and precision medicine, using genomics and AI to improve diagnostics and patient care. Union Minister Jitendra Singh noted that these platforms enable large-scale data integration across hospitals and research centres. The Union Health Ministry has launched an AI strategy and data platform to ensure safe, ethical, and evidence-based AI deployment.

Agriculture: AI-powered advisory systems can guide farmers on crop choices, water use, and climate adaptation. Maharashtra plans to scale AI in agriculture from pilot projects to population-level deployment, with platforms providing hyperlocal advisories, pest alerts, market intelligence, and traceability systems. Experts note that India’s success in AI-driven agriculture could serve as a model for the Global South, boosting food security and sustainable practices.
Defence: Autonomous systems, surveillance analytics and drone technologies are becoming critical components of national security as India incorporates AI to strengthen self-reliance. Initiatives include AI-enabled battlefield monitoring and precision logistics.
Public administration: AI-driven language interfaces, translation tools, and process automation are being developed to make government services more inclusive, enabling access regardless of language or digital literacy.

Talent and the AI Workforce

Infrastructure alone will not be enough. Building indigenous models requires an equally strong talent pipeline. The IndiaAI Mission has already announced plans to train thousands of AI professionals, including PhDs, postgraduate students and undergraduates, to build the next generation of AI expertise in the country.

At the same time, companies are beginning to recognise the importance of strategic AI leadership. The emergence of the Chief AI Officer as a key executive role reflects how central AI is becoming to enterprise strategy.

A Long Journey Ahead

As foundation models become more powerful, questions around bias, misinformation, security and data protection become increasingly important. Several states are also beginning to develop their own responsible AI policies, signalling that governance will be multi-layered. For instance, Karnataka has formed a dedicated committee to develop a Responsible AI Policy, which will set guidelines for ethical AI deployment in government projects, startups, and academic institutions.

Building globally competitive foundation models is neither quick nor easy. It requires massive compute resources, high-quality data, world-class talent and sustained investment.

If executed well, the indigenous foundation model strategy could foster a thriving AI startup ecosystem, globally relevant research, inclusive digital services, and technological sovereignty. India may not need to build the largest models in the world. But it does need to build the most relevant models for its own society.

And that journey has just begun.

Artificial intelligence does not run on ideas alone. It runs on data, computing power, and networks capable of handling massive digital workloads. As governments, companies, and citizens generate more data than ever before, the need for secure and scalable data infrastructure is growing exponentially.

Companies building large language models, training computer vision systems, or running large-scale simulations rely on vast clusters of GPU-powered infrastructure. These systems process enormous volumes of data in parallel, enabling the training and deployment of advanced AI applications. As AI adoption accelerates globally, the demand for such computing capacity is growing at an unprecedented pace.

India is increasingly being seen as a natural home for this next wave of digital infrastructure. The country has a unique combination of several advantages that is difficult to replicate elsewhere: a vast talent pool, distributed geographic locations for infrastructure development, growing power capacity, and a rapidly expanding digital economy.

Policy momentum is also playing a role. Recently, India notified standards for cloud computing, data centres and AI ethics through the Bureau of Indian Standards. The move aims to create uniform frameworks for digital infrastructure while ensuring trust and accountability in how AI systems are developed and deployed. It may sound technical, but the message is simple: India wants its AI future to be both ambitious and responsible.

A Nation Preparing for an AI Moment

Geopolitics and digital resilience are also quietly reshaping where data infrastructure is located. Cities like Mumbai, Chennai, and Hyderabad are emerging as potential hosts for critical financial and enterprise workloads, including sensitive banking systems.

With India’s data centre capacity already expanding rapidly and projected to grow multiple-fold by 2030 under sustained investment and regulatory tailwinds, the country is emerging not just as an alternative fail-over site but as a strategic regional hub for critical digital infrastructure supporting banking, finance, and enterprise workloads.

Across the country, governments and institutions are beginning to treat artificial intelligence not as a distant possibility but as an immediate opportunity. From BharatiyaGPT to tribal language apps, AI is reshaping how India preserves, decodes, and revitalizes its ancient knowledge systems. These efforts illustrate the importance of building AI that understands India’s languages, culture, and people — a point which was also underscored by our co-founder, Shashi Shekhar Vempati, at the ThinkEdu Conclave last week. In a nation with hundreds of languages and diverse social contexts, that vision carries profound implications. Building such systems requires enormous computing capacity, only achievable through large-scale data centres.

States are also taking concrete steps to bring AI into governance and everyday life. In Andhra Pradesh, CM N. Chandrababu Naidu is leveraging AI to integrate data from drones, CCTV, and satellites to enhance public services and administrative efficiency. Meanwhile, the Uttar Pradesh government is preparing the next-generation workforce by training ten lakh youth in AI and digital technologies, equipping them for emerging industries.

In Maharashtra, a pilot initiative seeks to use AI in villages to improve public services and local administration, an effort supported by Chief Minister Devendra Fadnavis. Meanwhile, Mumbai has launched an AI-powered skill survey designed to map the capabilities of thousands of young people and connect them with training opportunities.

These initiatives may appear scattered at first glance, but together they reveal a broader shift: India is trying to integrate AI into both governance and growth. India’s large domestic market, improving regulatory frameworks, and expanding fibre connectivity make it an attractive destination for global companies seeking reliable locations for data storage and computing.

From AI Users to AI Builders

For India, building GPU-ready data centres means moving beyond simply hosting data to becoming a location where AI itself is trained and developed. In other words, the country has the opportunity to move from being a consumer of AI technologies to becoming a builder of them.

For years, India has been celebrated as a major user of digital technologies. But the global AI race is increasingly about something else: building the systems themselves. As Prof. Balaraman Ravindran notes, “India may have millions of AI developers, but very few people actually building the frontier.”

When news surfaced that a defence-linked AI contract first associated with Anthropic was later taken over by OpenAI, the narrative quickly became one of competition. Who secured the deal? Which model was more capable? What did it mean for the AI race?

But step back for a moment, and a more human question emerges: when artificial intelligence begins to power defence systems and public infrastructure, who draws the ethical line?

This isn’t a story about corporate rivalry. It is a reminder that AI is no longer confined to labs and chat windows. It is entering the most sensitive layers of governance and national security. And when that happens, capability alone is not enough; conscience must travel with it.

The Real Debate Isn’t Technical, It’s Strategic

AI systems deployed in defence or governance are not just tools; they shape decisions. They can analyse intelligence faster than any human team. The question is not whether AI should assist governments. It is how we ensure sovereignty, preserve liberties as AI is increasingly weaponised.

India’s AI Moment - With Eyes Wide Open

This global conversation arrives at a defining time for India. At the News18 Rising Bharat Summit 2026, Prime Minister Shri Narendra Modi spoke of India’s accelerating technology leap and the success of its AI diplomacy. The ambition is tangible: over $200 billion expected in AI-related infrastructure, plans for 200,000 GPUs to power government AI initiatives, and an IT industry that has crossed $300 billion even amid AI-driven disruption.

We are seeing AI strengthen rural service delivery. Maharashtra has partnered with OpenAI and Rocket Learning to launch ‘Shiksha Saathi’ for early childhood education. BharatGen is advancing sovereign generative AI rooted in India’s linguistic and cultural diversity. Leaders like Shashi Shekhar Vempati, our co-founder, are arguing for models that speak India’s many languages, not just English, turning diversity into digital strength. This is inspiring. It is also consequential.

The Sovereign Imperative

If India is building AI infrastructure at an unprecedented scale, the parallel investment must be in ensuring full stack sovereignty of Indian models while demanding transparency on guardrails within western models.

How do we ensure western models seeking to scale within India are bound by clear data protection frameworks and subject themselves to transparent audit systems? How do we ensure there are no backdoor surveillance hacks that compromise sovereignty?

How do we achieve full stack sovereignty so that high-risk AI deployments are not vulnerable to geopolitical turbulence? The infusion of advanced AI systems into defence and national security is inevitable given the nature of modern warfare entailing large numbers of potentially autonomous kamikaze drones and swarm attacks.

The Anthropic-OpenAI contract shift tells us something simple but profound: even in mature ecosystems, the governance conversation is still catching up to the technology. India has the opportunity to do something rare, to build for sovereignty while shaping guardrails.

Innovation With Intention

AI can strengthen governance, improve service delivery, expand linguistic inclusion, and unlock new economic pathways. As India scales these capabilities, the parallel development of robust sovereign across all layers of the stack will ensure that technological progress reinforces public trust and confidence in the face of geopolitical turbulence and the weaponization of AI at scale.

The real measure of technological leadership will not be the size of our GPU clusters or the valuation of our startups. It will be whether citizens feel safer, freer, and more empowered. As India steps confidently into its AI decade, the lesson from this global episode is clear: indigenous innovation is a mandatory precondition to preserve sovereignty.

In the end, artificial intelligence is not just about creating machines that learn faster. It is about societies choosing wisely in their embrace of foreign platforms that are willing collaborators in the weaponisation of AI. Before we let them scale further in India, it may be worth asking, is borderless diffusion of AI a long term threat to sovereignty?

Make in India, Made for AI: The Next Chapter in India’s Tech Ambition

At the India AI Impact Summit 2026 in New Delhi, India did not just host another technology conference. It made a statement. The message was clear: India wants to move from being a large consumer of digital tools to becoming a global force in artificial intelligence.

The scale of the announcements reflected that ambition.

Indian conglomerates and global technology firms together pledged investments worth hundreds of billions of dollars in AI infrastructure and compute capacity. Reliance Jio unveiled a ₹10 trillion sovereign AI initiative, anchored by large data centres in Jamnagar and a nationwide push to expand affordable AI services. Adani Group followed with a $100 billion commitment toward green-powered data centres, signalling that the AI race will also be an energy race.

Global players reinforced the message. Microsoft committed billions toward hyperscale infrastructure and large-scale skilling efforts in India. OpenAI partnered with the Tata Group to expand compute capacity and integrate ChatGPT Enterprise across Tata companies. Indian firms such as Tata Consultancy Services, Yotta Data Services, and Larsen & Toubro announced significant investments in GPUs and AI infrastructure, pushing India’s subsidised compute capacity to new highs.

On paper, the numbers are staggering. But infrastructure alone does not define technological leadership. Sovereignty does.

One of the summit’s most significant themes was the push for homegrown AI models. Under the IndiaAI Mission, BharatGen introduced Param2, a multilingual model trained across 22 Indian languages. Sarvam AI launched voice-first systems designed to better understand Indian speech and linguistic diversity. Platforms such as MahaGPT are already being deployed within Maharashtra’s public services.

This signals a shift. For years, AI development was concentrated in a handful of global technology hubs. India’s effort suggests a new model: AI built on local data, tailored to local governance needs, and capable of serving citizens in their own languages.

The summit also carried a strong geopolitical undertone. The AI Impact Declaration, endorsed by 91 nations, positioned AI as a shared global resource rather than an exclusive advantage of a few advanced economies. Prime Minister Narendra Modi articulated a vision of “Design in India, Deliver to Humanity,” while leaders such as Emmanuel Macron and António Guterres emphasised sovereign capability and global cooperation. Sundar Pichai pointed to practical examples of AI being deployed for public good.

Yet, amid the optimism, difficult questions remain. Can India ensure reliable power for energy-intensive data centres? Will policy frameworks keep pace with rapid technological expansion? Can talent be retained at scale? And perhaps most importantly, can AI be deployed responsibly, with safeguards against deepfakes, misinformation, and risks to children.

The summit was a moment of ambition. It demonstrated financial muscle, political will, and international alignment. The next phase will demand something more complex: execution.

If India can translate these pledges into functioning infrastructure, effective regulation, and inclusive innovation, it may not only transform its own digital economy. It could redefine what AI leadership looks like for the Global South.

From a landmark roundtable on the future of work to the launch of a sovereign multilingual model that speaks the language of a billion, the last 48 hours have set a new tempo for the IndiaAI Mission.

On Monday, February 16, AI4India convened a powerhouse panel for the roundtable, “Future of Employability in the Age of AI.” Chaired by our Co-Founder Shashi Shekhar Vempati, the discussion stripped away the hype to focus on the human reality of automation.

Sanjeev Bikhchandani, Co-Founder of InfoEdge, offered a much-needed historical lens. Recalling the 1985 bank computerisation protests, he noted that unions then feared mass unemployment, yet the result was a surge in productivity and better service without job losses. The emerging consensus was a call to arms for the youth: Vineet Nayar, Founder, Sampark Foundation, and Sateesh Seetharamiah, CEO, EdgeVerve, highlighted AI as a “capability multiplier” that is already driving 70-80% productivity gains in software environments. The message for students was blunt: “Learn how to use three AI platforms in the next three months, or risk your job safety.”

A major highlight of the day was the Prime Minister Shri Narendra Modi visiting the BharatGen pavilion to witness firsthand India’s homegrown AI solutions in action.

This isn’t just another chatbot; it is India’s sovereign answer to the Global North’s AI dominance. Built on a Mixture of Experts (MoE) architecture, PARAM-2 is designed to support all 22 official Indian languages. Unlike consumer chatbots, BharatGen is designed as a public digital good, enabling secure, local deployment across governance, education and industry. The initiative reflects India’s push for technological sovereignty — building AI systems rooted in its languages, institutions and developmental priorities.

PadhAI 2.0: Reimagining the Indian Education System

The Centre of Policy Research and Governance (CPRG) hosted PadhAI 2.0: Reimagining the Indian Education System on February 17 at India Habitat Centre as a principal event of the India AI Impact Summit. The conclave brought together senior policymakers, institutional leaders and industry experts to deliberate on integrating artificial intelligence into India’s education ecosystem, with discussions centred on governance reform, pedagogy innovation and improved learning outcomes. Convened by Dr Ramanand, Director, CPRG, the session emphasised moving from aspiration to action in AI adoption while ensuring wider access and regional inclusion.

Delhi Education Minister Shri Ashish Sood stressed that AI must strengthen, not replace, human-led learning. Anne Neuberger, Former Deputy National Security Advisor for Cyber and Emerging Technology, United States, highlighted responsible AI leadership and the importance of personalized, accessible education. While infrastructure builds the base, India’s AI narrative this week will also highlight made-in-India intelligence. Bengaluru-based Sarvam AI has been on a remarkable streak: over the past fortnight, it launched Bulbul V3, an advanced text-to-speech AI model supporting over 11 Indian languages with natural pacing, prosody and regional nuance, a model tuned for India’s linguistic diversity.

Sarvam’s work is part of a deliberate effort under the IndiaAI Mission to seed and scale indigenous AI platforms. The company has pledged a suite of releases leading up to the summit and offers developers API access through late February, a practical invitation to engage with the technology, not just spectate.

Parallel to private innovation is BharatGen, a government-backed, multimodal large language model initiative led by premier research institutions, including IIT Bombay. Designed to span text, speech and vision, BharatGen isn’t just tech for technology’s sake; it’s built with public good applications in mind, from agricultural advisory systems to document comprehension tools, and backed by significant public funding and institutional collaboration.

India’s AI Direction: Budget 2026–27 Meets the AI Impact Summit

India’s push towards an AI-enabled future is gaining clear momentum. The Union Budget 2026–27 sets the direction with a strong focus on artificial intelligence and digital capability-building, while national forums and conversations are beginning to shape how these ambitions translate into skills, jobs, and real-world impact. As the upcoming India AI Impact Summit brings national priorities and global collaboration into focus, this edition captures the many strands of India’s evolving AI ecosystem.

Key AI Initiatives in the Union Budget

The Union Budget 2026-27, presented by Finance Minister Smt. Nirmala Sitharaman, outlined several measures to strengthen India’s position in technology and innovation, with a strong focus on artificial intelligence (AI) and digital infrastructure. The Budget emphasised initiatives that leverage AI for sectors such as agriculture, education, healthcare, and urban development, reflecting the government’s aim to accelerate India’s transition into a knowledge-driven economy. Key proposals also targeted the IT sector, including simplified tax rules, safe harbour provisions, and incentives to attract global cloud and data centre investments.

Significant allocations were made to AI-enabled initiatives across agriculture and education. The Bharat-VISTAAR tool, a multilingual AI platform, will integrate AgriStack portals with the ICAR agricultural package, offering farmers customised advisory support to improve productivity and reduce risk. In education, the Indian Institute of Creative Technologies, Mumbai, will set up AVGC (Animation, Visual Effects, Gaming, and Comics) Content Creator Labs in 15,000 secondary schools and 500 colleges to develop talent for India’s growing creative tech industry. The Budget also proposed support for girls in STEM higher education through dedicated hostels and laboratory access.

It further bolstered India’s AI and tech ecosystem through infrastructure and industry incentives. Investments in IT services were streamlined with a single category and enhanced safe harbour margins, while foreign cloud service providers were offered tax holidays until 2047. Customs and excise exemptions were introduced for critical technology imports, including capital goods for lithium-ion batteries and AI-related hardware. Advanced AI technology is also being deployed in customs and cargo processes, using non-intrusive scanning and risk assessment tools to improve efficiency and reduce human intervention at ports.

Overall, the Budget 2026-27 signals India’s commitment to integrating AI, technology, and innovation across key sectors to drive productivity, skill development, and global competitiveness. By aligning fiscal incentives, infrastructure development, and capacity-building programmes, the government aims to create a robust AI ecosystem while ensuring inclusivity and sustainability. These measures position India to leverage emerging technologies as a catalyst for economic growth and societal benefit.
